When an infant is conscious choking and does not have full blockage, do we as responders simply "monitor" them?

Okay, that sounds good..
1.) Femur fracture splint--long board, four bandages (we're using the triangular ones)..one behind the back, inner thigh, knee, and ankle figure eight.
2.) Forearm Splint-board, (short or long), four bandages, one at wrist, middle of forearm, above elbow..and then sling the arm
3.) For the infant, we've only monitored roughly because they have yet to obtain "full blockage".
